Park and Rec Commission
June 7, 2012
Members: Glynn McAraw, Chairman, Roger Zito, Mary Ellen Garbarino,
Missy Garvin, Timothy Gavin, Robert Dunn, John Flower, Donald Bugbee, Director.
Guests: Greg Hack, President OLRA, Treas. OLRA, Bill Page, Robert Roach.
Meeting started at 7:30pm.
Minutes of the May 3rd meeting unanimously approved with the following correction
Town Woods Field Maintenance: Second sentence “committee is no longer necessary”.
OLRA received permission from the Bd of Selectmen to expand the boathouse at Hains Park. However, the grant they applied for was no longer available. They came before Park and Rec with plans for an outdoor storage area that will be attached to the building. This area will hold their boats. They need space inside the building for rowing machines. The area would be enclosed with an 8ft fence, made with galvanized plastic covered wire& gate and would be locked. One suggestion offered by the commission was that they get a security camera and possibly lights. There is concern there could be a “paint incident”. There are feelings that vandalism will be a problem. No decision was made on whether there is a need to take down a tree. OLVA did
mention if tree is removed, they would be willing to plant arborvitae around the area as an enclosure. Motion made by Bob Dunn to support the OLRA efforts to build a storage area adjacent to existing restroom. Mary Ellen Garbarino seconded. Vote was unanimous. They were directed to contact Zoning/Planning Commissions before scheduling any work.
Programs: Summer Schedule handed out. Scheduled day camp staff meeting, lifeguard/ parking lot meetings. Sound View parking lot opened this year earlier than ever. Made $14,000 in 8 days.
Town Woods: Ron Tyler hired to seed and to hydrate and fertilize in accordance with new established program. This was done over Memorial Day.
Old Business: Don’s Salary: Bob and Glynn met with Selectwoman Reemsnyder to once again go over his current salary and expected 7/1/2012 salary. According to report by consultant group he still does not make what an entry level would be of the 5 comparable towns that were used. He has 14 years experience. On the government rating scale of town employee positions his salary is 2-3 points of the top of Step 6.
When this was brought to the First Selectwoman’s attention, she noted that the report came in too late, and that it would be precedent setting to give a stipend or change job description from 30-40 hrs per week. Several incidents of previous precedents were cited.
“He is a valued employee, but nothing can be done this year.” Next stop Bd. of Selectman meeting 6/18/2012 and Bd of Finance 6/19/2012.
A position statement will be put together for the BOF and Selectmen.
Meeting adjourned at 8:17 pm.
Respectfully submitted Secretary
